Data on special ballot voting kits

This page provides data on the number of special ballot voting kits Elections Canada issued to electors, both in Canada, and abroad during the 2021 federal election. Special ballots are used when an elector votes-by-mail, or when they vote in person at a local Elections Canada office.

Based on Survey data, early in our pandemic planning, we estimated that between 4 to 5 million electors could choose to vote by special ballot. Elections Canada increased its capacity to handle such volumes.

As of mid-August 2021, our analysis showed that between 2 to 3 million Canadians might choose to vote by special ballot, most of them by mail.

Number of special ballot voting kits issued and returned

These figures are current as of 11:59 PM on September 23, 2021.

The deadline to apply to vote by special ballot in the 2021 general election was Tuesday, September 14th, 6pm. Electors had to return their completed special ballots by election day, Monday, September 20th. Special ballots received after the election day deadlines are not counted.
