Inner Envelope Of Local Elector Received Without Outer
Envelope At The Office Of The Returning Officer

Whereas section 277 of the Canada Elections Act does not provide for the deputy returning officer to set aside an inner envelope that is not sent in an outer envelope;

And Whereas in the circumstance where an elector sends a special ballot in an inner envelope that is not contained in an outer envelope, it is not possible to ascertain the identity of and other information concerning the elector and to comply with the other requirements of sections 276 and 277 of the Canada Elections Act;

Therefore, pursuant to section 179 of the Canada Elections Act, the Chief Electoral Officer instructs that the deputy returning officer set aside unopened such inner envelope and note on it the reasons for the rejection. The Chief Electoral Officer further instructs that the deputy returning officer and the poll clerk initial the envelope.
