Application For Registration And Special Ballot Of Members Of The Civilian Personnel Supporting The Canadian Forces In Their Military Duties In Afghanistan

The special voting rules administrator may approve an Application for Registration and Special Ballot completed by an elector who is a member of the civilian personnel supporting the Canadian Forces in their military duties in Afghanistan, despite the fact that copies of identification documents are not included with the application, in the following circumstances:

  1. The application is forwarded to the special voting rules administrator by an authorized officer of the Canadian Forces in Afghanistan, as ascertained by the special voting rules administrator;

  2. The authorized officer of the Canadian Forces who transmits the application to the special voting rules administrator confirms that he or she has validated the identity and residence of the elector, but that for security reasons, copies of such documents cannot be transmitted by electronic means.

Moreover, for the purposes of such an Application for Registration and Special Ballot by an elector who is a member of the civilian personnel, a mailing address is not required on the application. In light of the secret nature of deployments and the high mobility of troops and civilian personnel, the Canadian Forces will distribute the special voting kits to the members of the civilian personnel whose applications are approved.
