I have the honour to submit this report, which covers the administration of the by-elections held on November 27, 2006, in the electoral districts of London North Centre and Repentigny. This report also deals with the administration of Elections Canada from the publication of the statutory report on the 39th general election of January 23, 2006, until the departure of my predecessor, Jean-Pierre Kingsley. I am submitting this report in accordance with subsection 534(2) of the Canada Elections Act (S.C. 2000, c. 9), within 90 days after the end of the year in which the by-elections were held.

Under section 536 of the Act, the Speaker shall submit this report to the House of Commons without delay.
