Dear Mr. Speaker:

I have the honour to provide my report following the by-elections held on November 29, 2010, in the electoral districts of Dauphin–Swan River–Marquette, Vaughan and Winnipeg North. I have prepared the report in accordance with subsection 534(2) of the Canada Elections Act (S.C. 2000, c. 9).

Under section 536 of the Act, the Speaker shall submit this report to the House of Commons without delay.

My earlier report on the pilot project testing the use of an assistive voting device in the Winnipeg North by-election is included in annex. It was submitted to the Standing Senate Committee on Legal and Constitutional Affairs as well as to the Standing Committee on Procedure and House Affairs on March 1, 2011.
