Filing deadlines for political entities during the COVID-19 pandemic

Elections Canada understands that candidates, registered parties, electoral district associations, third parties and other regulated political entities may be experiencing challenges during the COVID-19 pandemic. We are focused on providing as much flexibility as possible to allow political entities every opportunity to be in compliance with their financial reporting obligations under the Canada Elections Act. We have implemented a number of measures, including:

  • For candidates and third parties from the 43rd general election: for those entities who had already requested and received approval for a deadline extension for filing their campaign returns, we extended the deadline to June 30, 2020.
  • For Electoral District Associations (EDA) annual returns: we have implemented a simplified process to request a deadline extension for this reporting requirement. Deadline extension requests must be submitted by June 15, 2020. In these circumstances, the deadline to file these returns will be extended to July 31, 2020.
  • For the annual update to the EDA Registry: The Canada Elections Act does not provide a mechanism for requesting or granting an extension for this requirement. However, Elections Canada’s goal is to help political entities comply with the Act. We have looked at options to simplify and facilitate the submission of the annual update to the Registry, while ensuring that associations can comply with their legal obligations. We will no longer require signatures on the General Form – Electoral District Association (EC 20380). Validation will be by email. Also, if associations are unable to file their annual update by June 1, 2020, Elections Canada, until further notice, will not take administrative measures such as deregistration procedures.
